Autoland has the capability to check LDAP membership but this was disabled since we were only landing changes from Mozreview to Try and could safely assume all Mozreview users had at least L1. Once we start importing github requests this will no longer be the case and we need to start checking prior to landing to try (and eventually inbound.)
Bug 1160517 added LDAP checks to Mozreview. We'll trust Mozreview to have performed the appropriate checks as it is not straightforward to map from bugzilla users to ldap credentials to perform these checks.
