Steps to reproduce:

Download something.
The download completes. You have notifications of that.
Switch to another Android application.
Swipe to remove download notification or use the "Clear all" button.


Actual results:

Firefox is opened.
If you have low memory, then Firefox takes that memory and causes the current application to reload.


Expected results:

Removing notifications should not launch any application.
