steps to reproduce:
1. Load https://marketplace-dev.allizom.org/ on the latest Chrome
2. Reduce to screen size to 400 x 650
3. Check the slide in/out menu.

Actually, I couldn't get the background colors to show up at any dimension on chrome.
Priority: -- → P3
So removing `background-attachment: local, fixed;` makes the image and gradient appear together but the Marketplace logo stays put instead of scrolling with the content.

Playing around with it I can't get `background-attachment: local` to work with just the image. Which is weird. Maybe moving the logo to a `:before` will make this easier to deal with? MDN says Chrome supports multiple background and `background-attachment: local` so I don't know why it isn't working.
