Steps to reproduce:
1. Go to the menu bar -> Bookmarks and create a new folder with 2 bookmarks in it if it doesn't already exist.
2. Hover over the new folder and make sure not to be affected by bug https://bugzilla.mozilla.org/show_bug.cgi?id=1107903
3. Delete the 2 bookmarks in this folder.
4. Navigate away from and then back to the folder.
Actual results:
1. While doing step 3 the entry "Open All in Tabs" never disappears.
2. After step 4 there is only a small square visible as submenu.
Expected results:
1. The entry "Open All in Tabs" should disappear if there are less than 2 bookmarks.
2. After step 4 the submenu should not look borked.

I reproduced the "a small square visible as submenu." and I have encountered it many times.
I was not reproduce the "While doing step 3 the entry "Open All in Tabs" never disappears.".
The "small square" will persist until the where elements are eliminated, e.g. bookmarks menu is closed; new window for bookmarks toolbar, hide and show not refresh it.
