Sometimes I come across a thread created by a user that apparently doesn't have its profile activated yet and that has created a thread that needs to be marked as spam.
A recent example:
https://support.mozilla.org/user/gracee

Because the user still shows as deactivated ("This user has been deactivated.") there is no button on the page to "Deactivate this user and mark all content as spam".
The only option is to go to the question page and manually click the mark as spam button and possibly lock the thread.
I assume that in such a case the user can still activate the account via email and reuse it.
If there would be a third state for is_active then we can have the "Deactivate this user..." button in the activated and not activated state and deactivate the user permanently and mark all content easily from the user profile.
