[1.Description]:
[Nexus 5][v2.2&3.0][Settings]Connect an available Wifi and turn on "Wi-Fi Hotspot", then turn off "Wi-Fi Hotspot",  the Wi-Fi can't be turned on automatically.

[2.Testing Steps]: 
Premise: Insert a SIM card to device.
1.  Launch "Settings".
2.  Enable "Data Connection", and connect an available Wifi.
3.  Choose "Internet Sharing" item.
4.  Turn on "Wi-Fi Hotspot".
5.  Turn off "Wi-Fi Hotspot".
6.  Launch Wi-Fi.

[3.Expected Result]: 
6. When user turns off "Wi-Fi Hotspot", the Wi-Fi should be turned  on and it connects to an available Wifi.

[4.Actual Result]: 
6. The Wi-Fi will be turned off and can't connect automatically.
