1162475 - Changing the pref "Open multiple links" from Settings in Guest Mode shouldn't change the preference state in normal browsing

Steps to reproduce:
1. Open Nightly with a clean profile and see that "Open multiple links" pref is disabled
2. Go to Tools -> New Guest Session 
3. Go to Settings -> Customize ("Open multiple links" pref is disabled)
4. Enable it
5. Exit Guest Session
6. Go to Settings -> Customize

Actual results:
- "Open multiple links"  is enabled

Expected results:
- Changing the pref state in Guest Mode shouldn't change the preference state in normal browsing

Note:
- for example if I have "show search suggestions" disabled in normal browsing, enter guest mode, the pref is disabled, but if I enabled it, returning to normal browsing the pref remains disabled.

This is known, because almost all the Settings use the "application" level shared preferences system. I think Martyn filed a bug about that.
