1162706 - treeherder could use a way to discover perfherder

right now we don't have a way for developers to navigate easily to perfherder.  If they know the url, great- otherwise it is magical guessing.

we could have a drop down menu or something like that at the top of treeherder- there are smart folks who have a history of great ideas who could come up with the right thing.

Jmaher wlach and I discussed making the current Treeherder top left logo, a menu (similar to Sheriff, Infra, Filter with a down-arrow), which would contain a Perfherder entry. And similarly a menu in Perfherder pointing the other way. This would be expandable if we add other products later.

Current wip, looking reasonable so far. I want look into reconciling some navbar classes used with this change, for consistency.

Nits addressed, fixed per above merge. I'll verify on the next push to stage/prod.

Verified fixed on stage. I notice on a real instance (stage), switching from Perfherder to Treeherder via the menu causes the loading Treeherder page to 'flash' twice. I did not see that in local testing. I will look at that in a follow up.
