I pushed to try and only linux jobs were scheduled despite trychooser showing no pending jobs for osx and windows

talk about confusing! I pushed to try: https://treeherder.mozilla.org/#/jobs?repo=try&revision=08745d039078 I see only linux on treeherder. wondering where osx/windows builders are, I go to the self serve api- they are pending. I then go to trychooser: http://trychooser.pub.build.mozilla.org/ in order to determine the backlog- there is none. So why are my jobs pending for so long? I solved this by bumping the priority of each of the build jobs.
You think it was confusing then, imagine how confusing it is nine months later.
