URL: stop escaping ` in query
Per excellent research in bug 1152455 comment 6 we're the only browser that escapes ` in the query component of a URL. We should stop doing that. We should ignore that https://url.spec.whatwg.org/ lists 0x60 as a byte to escape. I'll make sure that gets fixed eventually.
Issue with the Standard is tracked in https://github.com/whatwg/url/issues/17 but please don't wait for that to get fixed. interop is more important.
