Primarily useful for the case of try or other artifacts which we care about but are not effected business wise if for some reason they disappear.
this should IMO be a separate {storageType: 's3-reduced-redundancy'}, and docker-worker would need to expose this in it's artifact upload definition.

Let's move all artifact to "infrequent access storage" instead, we can configure S3 to this with a bucket policy. As we access artifacts through proxies for caching, this won't incur huge costs... And policies kicks in after time. Besides we don't want to configure in tasks how artifacts are stored. -- This bug is closed as part of the Great Bugzilla Cleaning Sprint of 2016 by bstack and jonasfj, please reopen if you disagree.
