Details

Steps to reproduce problem:
1. Drag a link to a large download to the Downloads button
2. Open the Downloads panel
3. Right-click the new download

Expected result: Able to pause the download

Actual result: Unable to pause the download

There are probably other ways to invoke saveURL from the UI but this was the easiest one to demonstrate with.
