Minimized Test Case: none needed

Problem: Selected File|Open File or Location and then I selected 'choose file'
to select a local file. I selected an HTML file on my local drive. A new browser
window opened, however, the selected file did not display in the browser window.

Expected results: I fully expected the page to be displayed in the browser
window.
This works for me using today's optimized bits, although it doesn't display the
entire page. Have you tried a very simple HTML page?  I'm guessing the problem is
not in the file selection, but somewhere further upstream.  CC'ing don

yep -- in the 1999081210 build a local file loads fine, marking verified
