Details

This bug will track a variety of actions we can take to improve our chunking and related fallout from tests.

Here is a list of issues:
* Ensure we can run all mochitests easily with --run-by-dir including investigating and fixing up tests which fall out from doing so
* Finish up chunking by runtime per directory
* Add ability to add chunk by priority
* Add ability to add chunk by failure rate (all green, vs not all green)
* Find and fix tests which fail when run outside or the normal order (some fail as the first test or last test, some depend on previous tests to make them pass)
