Sometimes even first-time users leave revision comments that describe what they're doing. The comment should be included in the email that are sent as notification of a user's first edit.

What problems would this solve?
===============================
When a revision comment exists but is omitted from a first-edit notification message, admins watching those notifications can miss important context about the change. 

Currently, they have to click the history to see that there is a revision comment; at times when there is a lot of first-edit traffic, they won't bother to do this without a reason. Therefore, the user's attempt to communicate about their change fails.

Who would use this?

Users (admins) who subscribe to notifications about first-time edits. 

What would users see?

The revision comment, if any, after "<user> changed <page title>" and before the diff, if any.

What would users do? What would happen as a result?
===================================================
Admins would have a better understanding of the user's intent, in cases where the user left a revision comment.
