Need double click on preference to display correct panel

Using a fresh tree that I just pulled this morning (after the M9 freeze).  Go to
edit/preferences.  Initially no line from the category list on the left is
highlited.  The "appearance" category is displayed in detail on the right.

Bug 1 is that the "appearance" line in the category list should be initially
highlited to match what is being displayed on the right.

Then click on some other category -- advanced for example.  It gets hilited.
But the display on the right is still for the appearance category.  You need to
double-click on advanced to get the advanced panel on the right.

Maybe this was done intentionally.  If so, then feel free to close this out as
invalid.  But this does seem like a cumbersome UI and is not the way it behaved
in earlier browsers.

This is since they changed the default of a tree
to be double clicked.

As of this mornings builds, this is now working.  Closing out as works-for-me.

This was indeed a problem; I would have marked it as 'fixed'. Marking verified.
Bulk move of all Pref UI component bugs to new Preferences component.  Pref UI 
component will be deleted.
