I have long wanted to allow developers an easy way to run the hazard analysis locally. Now that tooltool allows unauthenticated fetches, this is within grasp.

This adds a --source option to allow pointing to an existing source tree instead of cloning a repo, and makes a few small tweaks to allow all of this to work in developer mode.

I wonder if we need developer's LDAP now that we can place a token. We mainly needed the credentials for tooltool, right? I think also for pvtbuilds but I don't know anymore about b2g.
