wpa_supplicant has a reconnect mechanism when it fails to associate to the AP. Force to turn it off to prevent messing up our wifi state machine. Let's handle these reconnect stuffs in Gecko as much as we can.

1. Disable auto reconnect in wpa_supplicant. 2. stop dhcp when we get failed.

I observe that the phone doesn't connect to known SSIDs after applying the patch. If we move the phone out of the WiFi radio coverage of the AP, say "Mozilla Guest", and back to the coverage of the AP, the wpa_supplicant should reconnect to "Mozilla Guest". But it doesn't after applying the patch. I will try to see if we have similar behavior on Flame or not.

Henry, Vincent, what are the consequences of patching this issue? Is this something that we should block on for Spark?

This patch doesn't address much the root cause of most of the wifi connection issue we met. Also, Vincent has mentioned some of the side effect of this patch. We are not planning to let this block any other features. Thanks!
