Details

We disabled the bubble up animation at browser context menu, app install dialog and app modal dialog. We should migrate that to latest version.

We may not need to do this since two system app is going to be merged. But there is a blocker in system merge bug, we can do and validate this in smart system. Once that blocker landed, we can move the code to there. And the patch here may save a lot of time for merge.
