1164607 - Teach buildapi about Android 4.3 tests

The wait times reports (and who knows what else) still don't know about the new emulator tests we run for Android 4.3 armv7 API 11+. We should update buildapi to sort these jobs properly.

Kim: is there an easy way to know which 4.3 tests are running on which vm platform? Is it the same as the existing split for API 9 as seen here:

Yes, it's the same except we run mochitest debug on ubuntu64_emulator_vm. I can attach a patch later.

I ran you change against the list of unmatched builders from the wait times report (http://buildapi.pvt.build.mozilla.org/buildapi/reports/waittimes/testpool) and it was still missing a bunch.

Since I'm already elbow-deep here, I'll augment your patch and post it shortly.
