Steps to reproduce:
1. Change your system font size to 12 or larger (or 11, for Russian locale).
2.
en-US: Preferences -> Security -> [x] Use a master password -> Change Master Password.
ru: Настройки -> Защита -> [x] Использовать мастер-пароль -> Сменить мастер-пароль.
Actual results:
Text does not fit, and so the pseudo-window is absurdly small.
Expected results:
Text fits whenever there is screen space for it, even if the font size is 16 or bigger.

FWIW, Inspector says the font size in that modal window is 1.2em.
