In es language package:

shortTimeFormat = %H:%M
shortTimeFormat12 = %H:%M
shortTimeFormat24 = %H:%M
shortDateTimeFormat = %x %H:%M %p

Maybe there is someting wrong,please check

I have just tested:
master: Gecko-3143857.Gaia-9540d75
v2.2: Gecko-2d73964.Gaia-f73891b
v2.1: Gecko-c5cedb1.Gaia-c80865c

And I can change language from English to Spanish and viceversa and see how time format changes from 12h to 24h. 

Unfortunately I cannot test with v2.1S but I guess there must be something wrong in that branch :-(

Oddly enough contrary to Comment#6, I can reproduce this issue on Flame with 2.1 build. Hence qawanted here to further clarify if this is really a issue

This bug can be repro on latest build of Flame kk v2.1&v2.2 and cannot be repro on latest build of Flame kk v2.5&v2.6.
