11651 - Need to finish imap download headers' status/progress

I have a couple small fixes that will enable imap progress via the progress
meter and status messages (e.g., downloading 1 of 20 headers...) that I think
would really make m9 imap more useable. One is to turn off cylon mode before
setting a percentage on the progress meter, and the other is to format strings
now that string bundles work on the non-ui thread. I'd like to check these in
for m9, though it's not strictly neccesary.

OK, this is fixed in m9 (but if you re-open, don't set TFV to m9). Now, the
cylon mode turns off when downloading headers, and you see the header counts as
they download). There's still work to be done with progress when download a
message...

Passed by retest on 11-10-17-M11 WinNT/New migrated IMAP account:

When downloading headers, I saw the header counts as they downloaded.
Since there's still work to be done with progress when download a message...
I change this bug summary specific for downloading IMAP headers, also mark as
verified.
I opened another bug for "Need status/progress for downloading IMAP messages".
It's bug#18734
