Personally, I'd prefer "should be in Mozilla Standard Time" instead, but even giving up on that battle, a sheriff sees many many many timestamps, in build logs and test logs and pushlogs and clobberer and slave health, and of those there are exactly zero which do not list a timezone but are UTC. Only treestatus thinks the lack of a timezone means UTC, everything else thinks it means what it has meant since Netscape freed the lizard, Mountain View time. If we have to have this one set of UTC timestamps, they should at least admit that the tree was closed at "2015-05-13T15:37:46 UTC".
