[1.Description]:
[Nexus 5][v2.2][Cost Control]If we enable the "Data use alert" and "Wi-Fi usage"  with both  Wifi  and Data usages on, then enter Usage settings,  we will get a blank screen.

[2.Testing Steps]: 
Premise: Insert a SIM card to device,and use some mobile data and Wifi data..
1. Launch  "Usage".
2. Enale "Data use alert" in Usage FTU page.
3. When we finish the Usage FTU page, enable "Wi-Fi usage".
4. Tap the "gear" icon in top-right.

[3.Expected Result]: 
4. The page should load to Usage settings page.

4. You can see the page will turn black.

Hi Eric,
I can repro this bug on latest Nexus5 2.2 with same STR as comment0, Maybe there is some thing nedd to notice
Important notes:
First, there should be Data traffic and Wifi usages in device (that is, there must be a value for "Mobile usage" and "Wifi usage".) 
Second, the Data use alert must be Enabled.
Third, only when you've entered the Usage view, can you check the Wifi usage (Mobile usage is checked by default) and then tap gear icon at top right corner. If the bug does not appear for the first time, you need to uncheck the Wifi usage and re-enter after killing this process in carview. Then check the Wiif usage and enter the usage Settings view.
