Steps to reproduce:

- Run a French Firefox
- Use Sync to synchronize your bookmarks
- On another computer (or with another profile), run a English Firefox
- Use Sync to synchronize your bookmarks on the same account as the French Firefox
- Open the bookmark menu


Actual results:

Special bookmark folder like "Most visited", or "Unsorted bookmarks" are not properly merged since they don't have the same name in French. 
The folders are duplicated : one with the French name, the other with the English name.


Expected results:

The special bookmark folders should not be merged according to their names : "Most visited" (English) should be merged with "Les plus visités"(French)
