1166028 - Move the Job Details tab to be first in the tab sequence

Per IRC today, sheriff request is to place the new Job Details tab created in bug 1158901 to be the first tab in the UI sequence, ahead of the Failure Summary tab. Also, if the job is a success, we'd like to default to that new tab.

Otherwise for any other job type, pending, running, failed, etc, we'd like to land on Failure summary by default as we have done up till now. Since it will either have failure information, or useful cues about log parsing status.
