116623 - No S/MIME functionality, keywords - mail compose, UI

Description

[Blu3]

1) Compose a new mail, select from menu Options->Security

Select Digitally Sign or Always Encrypt, release menu

2) Open menu again, menu has default value

Reproducible in:
  My cvs trunk build (12/22); gcc 3.0.3
  My cvs trunk build (12/22); gcc 2.95.3
  Moz nightly (12/22) gcc-3.0
  Moz nightly (12/21) i686

It may not be obvious, but bugs 116622, 116623, and 116624 appear to be related.

See also bug 116620, and if the 'enter_bug.cgi' had more options on it, more
options could be set at the creation of the bug.  It's hard to elaborate on
"Menu item doesn't remain selected" or "Pref doesn't remain set"

Overt hint to developers; bugs 116623 and 116624 may stem from bug 116622 due to
prefs UI not retaining prefs and therefore not having the value set in code
variables.

If you haven't configured the account to use s/mime, the options do not stick.
The options should be grayed when not available.

Keeping this bug open. The S/MIME UI work should take care of that.
