Use case: When an app opens a browser frame and enables the cursor mode for viewing the web content, the app may need to disable spatial navigation temporally. After the browser frame is closed, spatial navigation has to be enabled again. So, we need a WebAPI to turn spatial navigation on or off at run time.

The reason for not being an attribute of manifest is in the browser app user might want to turn on or off the cursor mode in the run time if this platform also supported spatial navigation.
