This bug is to track updating the headline of the /new page from [Choose Independent. Choose Firefox.] to 

When it's personal, 
choose Firefox.

This is for en-US only. 

This is partially in support of the Spring Campaign to align the message on the campaign landing page to the confirmation page.

Should this new headline eventually be served to all locales, or will it always be en-US only? Assuming the former, but want to make sure.

Should it only be en-US to start, or should it be served to en-GB and en-ZA as well?

en-US only. Let's exclude en-GB and en-ZA for now.
