2. update via OTA
3. install the update and let it reboot

Expected: only 1 version of the app
Actual: there's a few apps with multiple versions

Note : note two foxfooding , two hexgl, ...

Doug mentioned that there was a manifest change and that might have caused this.  We should be careful if we do change the manifests.
