Details
Most users who have Flash enabled probably don't care about having a second DRM module. But we shouldn't make the same assumption about users who don't have Flash enabled.

EME/DRM is already enabled by default. If the user has disabled the DRM setting -- either manually, or by installing the "DRM-free" version of Firefox, we should _not_ change this pref based on some non-obvious relation to having Flash installed. Especially given the sensitivities around the whole EME/DRM thing.

This would only affect new profiles, or profiles that currently have it enabled (but haven't used it yet?). Of course I wouldn't want to surprise users by turning it on a second time.

Nope -- we're very much not doing this. There have been _extensive_ discussions about how to ship EME, and this ship has already sailed with the release of 38. We believe enabling EME/DRM is the right thing for users, and have acceptable options for users who wish to opt-out.
