1.Turn on the phone.
2.Download a pdf document from http://www.gangqinpu.com/pu/2015/5/22/173348_554827.pdf.
3.Try to open a few times.
4.Check the behavior.

   Per talked, I could reproduce the behavior in comment 0 and also found another issue behavior on Flame v2.2 and Master. 

   == Result ==
   * Case a: Error message "There is a problem opening the pdf file. Would you like to save the file or delete it?" will pop up. 

   * Case b: pdf file could be opened, but contents is blank. 

   == Steps ==
   Case a:
     1. Download one pdf file.
     2. Open the downloaded pdf file on notification page.
     3. Press Home key (It's key step.)
     4. Download another pdf file.
     5. While file is downloaded, open the downloaded pdf file on notification page.

   Case b:
     1. Download one big pdf file (29.99 MB)
     2. Go to settings-> Downloads, open the downloaded pdf file.
     3. Press Home key (It's key step)
     4. Download another big pdf file (29.66 MB)
     5. While file is downloaded, open the downloaded pdf file on notification page.
     6. After step5, it will pop up message of case a, press "keep file".
