When creating a new component, automatic watch user creation works fine. But when editing a component that predates component watching, clicking automatic watch user creation, you still get an error stating the user does not exist and has to be created manually using editusers.cgi.

Reproducer: Choose to edit 'el / Greek' on a recent BMO snapshot and try to save changes.
