steps to reproduce:
1. Load https://addons.allizom.org/en-US/firefox/ and notice that the promos are missing
2. Check the console

observed behavior:
https://addons.allizom.org/en-US/firefox/i/promos?version=37.0&platform=mac is returning a 500 which is resulting in the promo section not loading.
