Steps to reproduce:

1. Open bookmarks sidebar.
2. Create a new non-private window and open the history sidebar in it.
3. Close the new window, returning to the original window.
4. Create a new private window and take note of its sidebar.

Actual results:

The sidebar in the new private window is from the last-closed non-private window, in this case the history sidebar. Sometimes the sidebar title is copied from the opener window, leading to conflict between the sidebar contents and title.

Expected results:

The sidebar in new private windows should either be:
1. Closed.
2. Copied from the opener window.
Summary: New private window shows sidebar from last-closed non-private window → New private window shows sidebar from most recently closed non-private window
I reproduced the "sidebar from recently closed window", but I don't know whether it is an expected behavior. I did not reproduce the "sidebar title is copied".
Severity: normal → minor
Can no longer reproduce in 56, new windows only inherit the sidebar from opener with the same privacy level.
