Description: From the App Permissions page the user is unable to drop down the notification tray. Prereq: App Permissions have not yet been selected. Repro Steps: 1) Update a Flame to 20150527010201 2) Select Camera App (Or Maximize a YouTube video to fullscreen.) 3) From App Permission screen attempt to drop down Notification screen. Actual: Notification tray does not drop down on an App Permissions screen. Expected: It is expected that the Notification Tray can be dropped down from the App Permissions screen. I am not sure if this is by design, but I am ok with current behavior. NI developer and designer for input.

Moving permission dialog into AppWindow could fix this issue. However it's not active and being blocked by a gecko fix. Bug 853711
