Description: From the App Permissions page the user is unable to drop down the notification tray. 


Prereq: App Permissions have not yet been selected. 

Repro Steps:
1) Update a Flame to 20150527010201
2) Select Camera App (Or Maximize a YouTube video to fullscreen.)
3) From App Permission screen attempt to drop down Notification screen.


Actual:
Notification tray does not drop down on an App Permissions screen.

Expected:
It is expected that the Notification Tray can be dropped down from the App Permissions screen.

Moving permission dialog into AppWindow could fix this issue. However it's not active and being blocked by a gecko fix. Bug 853711
