Fixes a bug in 1.1.18 where the server sent a wrong data validation schema to the JS front-end
No migrations, so deploying via Jenkins.
QA Contact: kthiessen
Deployed to stage.  Mardak and oyiptong are testing the change.

Tested adgroup name, check inadjacency, explanation, frequency caps (daily/total), and time limits (end/start).

Reopening:  As Daniel discovered, migration 1431100409.sql was never applied in stage,

I am applying that migration and re-deplying to stage.
