When filing a new bug, bzexport will prompt for missing or incomplete bug fields as well as allowing the user to edit the finished bug through a template. Ideally Mozreview would also provide this capability or something similar. The metadata service provided by Bug 1139218 might provide another way of identifying product and component should these be omitted.
