If you are not logged in then the create bug screen should open with the attachments there, when you try to click 'submit bug' you will get sent to the login screen and the create bug data will be kept until you delete it or file the bug.

There may have been another bug caught along in this process but I just tested now and that process is working, Naoki could you verify and close if this is working on the latest, looks to be here

It worked for me on both, but new tests should be done against https://www.bzlite.com (can be installed with https://www.bzlite.com/install.html)
