For the implementation of bug 1146863, we deployed some json files in production. In order to simplify the development, we need a way to use a local copy of the file. This for a few reasons: * https://ship-it.mozilla.org/cron/partial.json requires VPN access * requires LDAP * does not work with $.getJSON * ship-it would not be a stand alone app
