1169730 - Similar Pending jobs show a Started date of "Wed Dec 31, 19:00"

It would be nice if the started value was unavailable in a Pending job, we would populate the Similar jobs field with something like "Pending" or "Tbd", rather than "Wed Dec 31, 19:00".

To reproduce:
o select any pending job
o select the Similar jobs tab

Expected:
A helpful value for the Started: field

Observed:
Wed Dec 31, 19:00

The similar jobs feature is a bit flaky at the moment, and not used by many people. With hyper-chunking I think its usability is going to get worse (due to varying chunk names), so it's probably not worth investing too much PR/review time into it at the moment, given how short-staffed we are.
