Firefox 39.0 20150523155636 64-bit on Windows 8.1
Since the update to Firefox 39, I often see Firefox hanging for up to 10 seconds (often less than 5). The window gets white and then returns to normal.
I experienced the issue in earlier versions only if I had far more tabs open and didn't close/restart Firefox for days (but used OS hibernation).
If you don't think that it is hardware acceleration related, please move it to the appropriate component.
Philipp found https://input.mozilla.org/de/dashboard/response/5399512 in Input, no idea if it describes the same issue.

This also happen with native modal dialogs (e.g. Save File as...), so likely no graphics issue.
Report from Firefox 39.0b2 (64 bit) 20150601171003, Windows 8.1:

I had recorded the data twice before, but these didn't show red blocks in the timeline.

Another recording without red blocking indicators but a 16 seconds GC gap, it seems: http://people.mozilla.org/~bgirard/cleopatra/#report=b4c6e1a701daeccdac7db3783c860c31584a6b9c
