Mouse wheel will find the first scrollbar widget to scroll, instead of main screen...

Details
The mouse wheel, at least on Windows anyway, will only scroll the next available
multi-selector box on an HTML page. This is especially noticable on Bugzilla,
with all of its multitude of selector boxes.
