User Story

c9.ide.language language tooling for a single gettext/po file.
Single-file language tooling for gettext/po. We'll need a parser, and an AST. This should report errors and warnings that can be figured out from just the target language file. Be inspired by https://github.com/aisle-moz/moz.xliff and what we're doing in bug 1171544, as both are bilingual files.
