newTab.dtd:newtab.customize.cog.title doesn't follow Turkish capitalization rules.

It must read
YENİ SEKME DENETİMLERİ
instead of
YENI SEKME DENETIMLERI.

Bug 231162 might be related.
I'll mark this as duplicate of bug 1164594.

It's too late to fix on Fx40, but on Fx41 it should be fixable soon.
