Steps to reproduce:

1. Preferences->Privacy->Accept cookies from sites->Exceptions
2. Select an entry
3. Press backspace


Actual results:

The entry is deleted and the Preference pane in the background switches to "Security"


Expected results:

The entry should be deleted but the background pane should not change.
