This should be resolved before beta cycle at least. Otherwise, Bug 1145063 should be backed out.

It's still possible to remove all bookmarks pointing to a keyword, to remove the keyword. In most cases that just means removing 1 bookmark. How to find all keywords: just search for "%s" in the bookmarks sidebar or in the library. This basically provides a UI already, it's just not exposed as a selectable entry. We should surely do this, but considered 95% of users have no keywords, and 3% has less than 5, it's not critical.
