Details

When the Remote Tabs Home Panel is refreshed, it can possibly receive a ServerInBackoffError error. Currently it simply shows an error message saying 'sync failed, try again in a bit'. Instead we should show tabs that were already synced and show some kind of error bar that explains that there is a temporary sync error.
