The grey rectangle which encapsulates the Customizer is currently only displayed once we've fully loaded and parsed the full Customizer code. To make it feel more fluid, we should move everything required for the open and close animations to the eagerly loaded shim. We can then fill the rectangle with content once that content is actually loaded.
I'm undecided on whether we should do this as part of v1 or not. I'm leaning towards postponing it and focusing on real usability issues instead. Thoughts, Justin?

I was actually thinking about this today. I'm *slightly* leaning towards doing it for V1. The only reason is that we are now going to re-init the entire Customizer every single time we open it. This means that it will always be slightly laggy when opening and with no immediate visual indication, its unclear to the user whether or not the gesture worked.

That's a good point. Let's make sure that we're not sacrificing real usability on this bug's behalf, though.
Not working on this. Unassigning myself.
